Mining Permit Compliance Software for Boundary Audits

Is every cubic metre inside the licence? STREAM's Permit Audit module measures excavation, dumping, stockpile and road activities against licence, EIA and cadastral boundaries and tells you where, how much and against which permit. Boundaries become constraint layers with a document number, source and coordinate system; activities come from the surveys and designs already in the project; one audit yields findings, a balance that must add up, and a family of reports.

What is a permit compliance audit?

A mine works inside several boundaries at once: the licence, the operating permit, the EIA area, forestry permits, cadastral parcels, and zones where nothing may happen at all. A permit compliance audit overlays the measured activity on those boundaries and quantifies every overrun by area, volume or length.

STREAM derives the level of each constraint from two answers — must the activity stay inside or outside, and what is the area allocated for. An authority boundary is tested on its own, allocation areas exclude one another and must balance, and an exclusion zone makes every intersection a violation. The audit is a command you run: nothing computes in the background, and a result drops as soon as a boundary or an activity changes.

Boundaries as documented constraint layers

Draw the boundary as an area and add it as a constraint with its permit number, owner, source, coordinate system and validity dates. Source and coordinate system are mandatory: no report is produced from a boundary whose coordinate system is unknown.

Activities from what is already in the project

Areas and lines, cut/fill maps, the change between two surveys, stockpiles, blast holes and open road and slope designs are listed as activities. You choose the activity type; a line with a corridor width is measured as an area as well as a length.

Period by period

Each survey is a terrain scenario with a date. Choose the start and the end of a period, and the change between the two surveys is audited against the constraints valid on the survey date.

Findings with a life cycle

Violations, allocation mismatches and information findings, filtered by a significance threshold you set. Record a status — accepted, corrected, disputed, exemption documented — and a note; a finding marked corrected is tested again at the next audit and reopened if it is still measured.

A balance that must hold

For allocation areas, Σ allocations + unallocated = total. If the balance does not hold, the panel says so and the report stays locked rather than going out with a hole in it.

Six reports, four formats

Operational, EIA, licence, cadastre, protected-area and temporal reports from the same audit, as PDF, Excel, a violation DXF to lay over the sheet submitted to the authority, and a finding CSV.

Frequently asked questions

Which boundaries can be audited?

Licence and permit boundaries, EIA areas, forestry permits, cadastral parcels and expropriation areas, pit, waste and stockpile allocations, and exclusion zones such as protection areas, stream buffers and blasting exclusion areas.

Does STREAM decide what counts as a violation?

It measures against the rules you define. The level of each constraint comes from your answers, and the significance threshold is yours; findings below it are not listed but are counted in the report.

What if two allocation areas overlap?

The overlap is counted to the area with the smaller priority, so the same volume is never written twice, and the panel reports the overlap so the allocation plan can be corrected.

Can the report be handed to the authority?

The report is informative and does not replace an official survey or declaration — it says so itself. What it gives you is a traceable document: constraint sources, coordinate system and audit settings are printed with the result.
